Summary
The Policy Coordinator will work with Project Director, project staff, and consultants to identify pertinent and existing resources, policies, and strategies to develop recommendations for scalability and sustainability of workforce development efforts, and in identifying policy opportunities and barriers. The Coordinator is responsible for working with workgroup members to manage the overall direction and program activities of one or more policy-related projects, including assuring completion of deliverables and scope of work related to contracts held by the Western Regional Office.  The Policy Coordinator also assists in monitoring statewide and national policy developments and designing and implementing policy strategies to support the Workforce Development Project, and as appropriate link to policy agenda for the Western Regional Office.
 
Essential Duties and Responsibilities
  • Research, review and compile existing workforce development policies in the prenatal through age 3 arena, compare and analyze their similarities and differences, and present the findings to the workgroup.
  • In collaboration with contract liaisons, staff and workgroup participants develop policy recommendation to support sustainability recommendations to support the Prenatal through age 3 workforce in Los Angeles County.
  • Facilitate interviews, focus groups, and other project-related meetings, including identification and recruitment of workgroup members, preparation of meeting agendas, and summary and follow-up activities.
  • Assist project staff with project evaluation activities and data collection methods.
  • Draft interim and final reports to meet project needs.
  • Participate in organizational activities related to policy and professional development.
  • Identify and track policy issues to support development issues for the prenatal through age 3 workforce in Los Angeles County.
  • Conduct research and assist in writing policy briefs, talking points, testimony and other materials.
  • Work with the Project Director and policy partners to formulate policy positions and strategy to support deliverables outlined in the project’s scope of work.
  • Participate in meetings of the Western Office staff and of the organization. May participate in related professional development activities of the organization as requested.
  • Garner visibility for ZERO TO THREE and infant and toddler policy issues through presentations at conferences and meetings.
  • Draft correspondence, meeting summaries, and other materials as assigned.
  • Assist with the development of PowerPoint presentations.
  • Represent the Western Regional Office as assigned at meetings and briefings. 
  • Perform general administrative tasks. 
  • Contribute to the overall work of the Western Regional Office.
 
Skills and Experience
  • Understanding of broad early childhood issues (service and policy), background in early childhood development, early childhood and family policy, professional development, adult education, or related fields.
  • Strong oral and written communication skills, including writing, editing and proofreading, and public speaking.  
  • Demonstrated experience and comfort in facilitating groups to reach consensus and achieve desired outcomes.
  • Excellent organization and time management skills with the ability to manage multiple competing and urgent responsibilities efficiently and effectively.
  • Exceptional accuracy and attention to detail.
  • Knowledge of Los Angeles County service sectors and programs that serve prenatal through age 3.
  • Dependability and experience working in a team-oriented environment.
  • Strong interpersonal skills.
  • Demonstrated ability to solve practical problems and deal with a variety of concrete variables.
  • Experience with Microsoft Office.
  • Experience working with culturally diverse groups and ability to integrate diverse perspectives into work approaches, reports, process, etc.
  • Demonstrated knowledge and practice of collaborative approaches to service delivery.
  • Ability to travel, including occasional overnight stays.
  • Bilingual skills a plus.

Education

  • Master’s degree or equivalent (MSW, MA or MS)
