Reporting to the Director, Proposal Development Services (PDS) the Sr. Pricing and Analysis Manager will drive proposal pricing, pricing strategy, and analysis across a wide range of federal, state, and local government, private foundations, nonprofit, and commercial sponsors. This position will drive the centralization of pricing, be responsible for monitoring pricing performance, establishing and maintaining processes for efficient and informed decision making, and coordinating timely analysis. Additionally, the Manager will lead pricing for RAND's most important bids to directly ensure price-to-win competitiveness, quality, and integration of business and price strategies.

The Sr. Pricing and Analysis Manager will directly manage a team of pricing analysts - overseeing workloads, assignments, cost volume statuses, and professional development. The Manager will be expected to provide training, mentoring and professional development to team members in order to develop uniform capabilities across the team.

May perform any or all of the following duties:

  • Team Management - Lead and manage the pricing team, directly overseeing staff assignments, scheduling, maintaining up-to-date proposal pricing statuses, and ensuring overall pricing quality.

  • Pricing Support - Lead pricing on RAND's most complex and important opportunities, working with Principal Investigators, Division leadership, proposal management staff and others to ensure competitive and timely pricing and cost volume development.

  • Training and Development - Develop the capacity and capabilities of pricing staff to independently assess, interpret, and respond to all types of pricing (T&M, CPFF, FFP, etc.) and opportunity types (contracts, grants, and concept notes) through hands on training, mentorship, and professional development.

  • Strategy Development - Conduct market research, price analyses and comparisons, and determine pricing strategies for proposals to ensure competitiveness and sponsor acceptance. This includes translating requirements into robust win strategies; testing and validating solutions with sponsors, advancing value proposition, and differentiating bid elements based on compelling features and benefits.

  • Pricing Process Improvements- Evaluate ideas, model impact, gain alignment and implement pricing and cost volume process changes that drive operational efficiencies and quality.

  • System Integration - Ensure pricing strategies are supported by key systems such as Adaptive Planning, Workday, and Salesforce, as well as adoption and buy-in of key stakeholders.

  • Cross-functional Collaboration - Work closely with proposal managers, contracts and grants staff, research and analysis staff, division leadership, external affairs, and other teams to ensure alignment with overall business objectives.

  • Stay abreast of competitor pricing moves and market dynamics to ensure competitive positioning, understanding of pricing trends, competitive pricing strategy, and sponsor willingness to pay.

  • Document standard operating procedures, processes, and provide instructions and training to external division stakeholders to develop understanding of proper price and cost proposal process and content.

Qualifications

  • Microsoft Office, Advanced Excel, experience with database and enterprise pricing applications

  • Excellent written and verbal skills dealing with a variety of staff levels

  • Experience with all aspects of price and cost proposal preparation, including business risks, pricing strategies, analyses, analytics, compliance and estimating practices for the US government and for commercial and international sponsors.

  • Experience with developing or delivering price strategy presentations and analyses to executives and key decision makers.

  • Experience pulling internal and external pricing data for cost comparisons and analyses to ensure price competitiveness.

  • Strong understanding of pricing models, pricing strategies, and pricing optimization techniques.

  • Experience with Salesforce and other technology platforms commonly used in the Professional Services Industry; experience in Adaptive Planning and Pro Pricer is preferred.

  • Experience with routinely submitting proposals greater than $25M in total value.

  • Excellent communication and collaboration skills, with the ability to work effectively with clients and cross-functional teams.

  • Strong problem-solving skills and the ability to think creatively to develop innovative solutions.

  • Ability to manage multiple projects simultaneously and prioritize tasks effectively.

  • Familiarity with federal contracts and grants and "FAR" (Federal Acquisition Regulations) and Uniform Guidance (UG).

Education

Required: Bachelor's degree

Preferred: Master's degree or MBA

Experience

Minimum: 10 years related experience and 4 years experience managing a team.

Security clearance

Current possession of a U.S. security clearance, or the ability to obtain a U.S. security clearance, is required.

Salary

$117,700-$179,700

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken). Location

This is a hybrid position and can be located in Santa Monica, CA, Washington, DC or Pittsburgh, PA.
