Job Description

Foreign Military Sales Specialist

  • Assist in maintaining and updating program/project management documents, developing standard plans and operating instructions/procedures, financial management, developing and maintaining IMS and critical path models, identifying, assessing, and documenting acquisition and acquisition logistics resource requirements, evaluating and responding to Letters of Request (LOR), formulating Letter of Offer and Acceptance Data (LOAD), and Manpower Requirements Packages (MRP).
  • Apply a full range of Information Assurance IA, SA, FMS, Section 1206/1203, Special Defense Acquisition Fund (SDAF), and Building Partner Capacity (BPC) acquisition program management concepts, philosophies, policies, procedures, guidance, and practices to perform a wide range of acquisition and logistics management activities in support of the existing and future Directorate FMS programs.
  • Support the acquisition program management of full life cycle TPA requirements, including the procurement and support of systems/subsystems, material, equipment, resources, and services.
  • Assist with acquisition strategy planning; preparation and coordination of Pricing and Availability (P&A) data; Request for Information (RFI) responses; feasibility and trade studies; Program Contracting Officer Letters (PCOLs), Comprehensive Performance Management (CPMs), and IMSs; risk assessments/ reports; Life Cycle Management Plans (LCMPs); Program Protection Plans (PPPs); and other relevant FMS-peculiar plans, documentation, reports, studies, data products, and correspondence.
  • Assist with case acquisition program planning, scheduling, implementation, execution, and risk management.
  • Assist in milestone tracking, briefing preparation, programmatic document preparation, documentation coordination, and documentation update/revision.
  • Assist in executing both the directorate-wide self-assessment program and other relevant internal/external FMS case assessment and reporting programs.
  • Assist with capturing the data from a multi-faceted team using appropriate software tools to create and maintain data required for responsive and effective FMS case management and execution.
  • Communicate information to relevant directorate senior staff and program offices, internal/external command and functional support agencies, and key stakeholders as required to ensure compliance with applicable FMS policies, directives, procedures, and guidance.
  • Assist in establishing and maintaining FMS-peculiar Operating Instructions (OIs,), guides, and process models, including the development and maintenance of self-inspection/assessment processes, procedures, and checklists.
  • Assist in developing and maintaining relevant action items, risk management, and critical path model databases, tracking and reporting systems.
  • Assist in successfully preparing for and executing scheduled and no-notice Unit Compliance Inspections (UCIs) and Operational Readiness Inspections (ORIs).
  • Assist with creating, capturing, and/or maintaining identified deficiencies ensuring those deficiencies are tracked and reported to the USG. The Contractor shall assist with ensuring applicable compliance checklists, data sheets, and other pertinent information is monitored, maintained, and reported to ensure a continuous culture of compliance within the division and directorate.
  • Be proficient in the use of FMS-specific software and Management Information System (MIS) applications, to include but not limited to Air Force Security Assistance and Cooperation Directorate On Line and DSAMS/SAMRS applications, to produce databases, spreadsheets, graphics, and other specialized products to facilitate the use of standardized automated forms, materials procurement, maintenance, and disposition reports, and other periodic or ad hoc reports.
  • Assist with evaluating FMS customer program requirements via the LOR and developing case line structures within DSAMS.
  • Assist with initiation and development of requirements from a project's inception to conclusion for complex to extremely complex FMS cases where little to no current processes exist.
  • Consult with clients to define requirements and/or problems that are not typical of FMS.
  • Conduct surveys to collect and analyze data to provide recommended solutions of highly complex FMS challenges.
  • Assist in the development and implementation of systems acquisition streamlining policy.
  • Advise senior SAPMs and the branch/section chief in the development and execution of various types of FMS international programs including but not limited to excess defense article grant/sales, building partnership capacity cases, peacekeeping operations cases, pseudo LOAs, and aircraft system and/or parts sales cases as well as associated policies and procedures, involving multiple FMS customers and cases concurrently.
  • Advise on application or revisions to current policies and regulatory material for use across AFMC impacting unique types of FMS initiatives.
  • Identify and develop improvements to highly complex processes in the acquisition and FMS community within the context of extreme time pressures, conflicting requirements, and resource limitations for which no closely related precedents exist.
  • Participate in conferences and meetings as an FMS subject matter expert advisor to the senior program team. The Contractor shall travel both CONUS and OCONUS in support of newly established, existing, and unique FMS programs.
  • Assist in managing and tracking FMS manpower within the directorates and divisions, not limited to:
    • Tracking manpower vacancies and upcoming position expirations through utilization of various Government human resource databases such as the Resource Management Information System (RMIS), Civilian Human Resource Information System (CHRIS) and the Unit Manning Document (UMD)
    • Performing detailed analysis, accounting, and metric reporting of open FMS vacancies to include date position became open, fill action initiation/submission, establishment of Request for Personnel Action (RPA) tracker number, and date position filled
    • Planning and organizing monthly meetings with designated division personnel to discuss/obtain manpower status, along with preparing/developing meeting minutes for subsequent distribution
    • Assisting in the management the daily operations associated with the creation and subsequent modifications/ amendments of MRPs and input into the SAMRS to support LOA development
  • Perform data entry and maintenance of the Security Cooperation Workforce Development (SCWD) database for FMS personnel. The data contained within the SCWD database shall be analyzed by the Contractor to support directorate metric reporting of unit training required/completed.

Salary Range:$150,000-$180,000

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines.
Physical Demands This is largely a sedentary role mostly sitting; however, some filing maybe required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.
Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.
